On December 21, 2023, Do Thang Hai, Vietnam’s Deputy Minister of Industry and Trade, was arrested for alleged violations in an ongoing case involving bribery, abuse of power, and mismanagement of state assets related to Xuyen Viet Oil Travel and Transport Trading Company, an oil trading company based in Ho Chi Minh City.

Hai, who had served as the trade ministry’s spokesperson and deputy minister since 2014, oversaw various departments and managed domestic and European-American markets. He played a key role in guiding sectors such as fuel, trade promotion, and markets in Europe and America.

The Party Central Committee’s Inspection Commission recently flagged policy-related violations by Hai and other trade ministry officials for the 2016-2021 and 2021-2026 terms. These violations encompassed issues in solar and wind power policies and fuel business approvals.

Xuyen Viet Oil, established in 2005, primarily operated in fuel markets across the Central Highlands Provinces. However, in August 2023, the trade ministry revoked its license for exporting and importing oil due to multiple violations of distribution regulations uncovered during an inspection.

Hai’s arrest marks the latest development in a broader case involving bribery and the mismanagement of state resources.
