The complaint accuses Gonzales, his five immediate family members, and Department of Public Works and Highways (DPWH) officials of violating the Anti-Graft and Corrupt Practices Act and Possession of Prohibited Interest by a Public Officer. The complainant, Terence Napao, alleges that the projects were manipulated to benefit Congressman Gonzales’ family-owned business, A.D. Gonzales Jr. Construction and Trading Co. Inc., raising concerns about transparency in the bidding process.
