Kazakhstan’s Former Vice Minister Sentenced for Abuse of Office and Embezzlement

On 19 May 2025, Yerlan Kozhagapanov, former Deputy Minister of Culture and Sports, was sentenced to three years in prison and given a lifetime ban from holding civil, judicial, or governmental positions. He was also stripped of all state honors, including the Aibyn Order (2nd degree). The verdict followed a five-month trial, which found that he had unjustifiably inflated expenses for an international forum, facilitating the misappropriation of one billion tenge (approximately USD 2 million) in public funds.
